PARCA · Probation and Reentry Coach Application
Turning Progress Into Possibility
Transforming Case Plans Into Reentry Success
PARCA connects individualized case plans with participant engagement, positive reinforcement, and progress tracking, so community supervision teams can turn each plan into actionable steps and see what is moving.

The Challenge
A case plan sets the goals. Progress happens between check-ins.
Individualized case plans establish what a person needs to work on. Meaningful progress depends on what happens next: turning goals into steps, staying engaged, following through, and giving officers visibility into what is moving before the next appointment. Most supervision tools document the plan. Few help carry it out.
How PARCA Helps
One connected workflow, from case plan to tracked progress.
PARCA is not another place to document a case. It connects the plan to the participant’s daily follow-through, and connects that follow-through back to the team.
Case Plan
Start from the individualized plan your agency already sets.
Actionable Goals
Plan priorities become goals and step-by-step tasks the participant can act on.
Empowerment and Positive Reinforcement
Reminders, resources, and incentives keep participants moving between check-ins.
Track Progress
Officers and leadership see what is moving, and where to follow up.

Built from NIH-funded research, piloted in probation.
PARCA was developed through a NIDA-funded study (grant 4R42DA056255) led by Dr. Faye Taxman of George Mason University with RTI International, and has been piloted with two Texas probation agencies.

Real Results. Real Stories.
“I have accomplished one of my goals, the housing goal. Yeah. So it’s been very helpful.”
Participant “I will look at their emojis on how they were feeling or whatever and when some of them were like sad or not happy or whatever I will respond and ask what’s wrong or is there anything I can do?”
Supervising Officer “Having everything with probation centralized and knowing it’s right in the app is needed because we have a lot of meetings with our counselor and officer to keep track of.”
