About PARCA
PARCA, the Probation and Reentry Coach Application, was developed by Q2i to help community supervision teams turn individualized case plans into actionable goals, reinforce positive behavior, and support meaningful reentry progress.

Why PARCA exists
People leaving incarceration or under community supervision are often given a case plan that sets out what they need to work on: treatment, housing, employment, and more. Turning that plan into daily progress is hard, and supervision teams have limited visibility into what happens between appointments.
Q2i developed PARCA with academic partners in criminal justice, substance use disorder treatment, and mobile technology to close that gap. The work began with an NIH-funded study, “PARCA (a digital tool) to improve Justice and Health,” and was shaped by the officers, case managers, and participants who used it in pilots.

PARCA’s academic partners bring expertise in community supervision, health informatics, substance use treatment, and evaluation. Their research helped shape how PARCA connects goals, support, and positive reinforcement.

PARCA in brief
Our vision
We believe reentry progress is built one achievable step at a time. PARCA exists to make those steps clear for participants, visible to the people supporting them, and recognized when they are completed.
