The challenge: progress happens between check-ins.
A case plan sets conditions and goals, but officers see each person only at scheduled touchpoints. With large caseloads, it is hard to know who is following through, who is stuck, and where to spend limited time before a missed step becomes a violation.

How PARCA helps.
PARCA turns each case plan into goals and steps the participant works on in the JIP Mobile App, and shows that activity to officers in the Justice Team Portal.

Example workflow.
A participant’s case plan includes stable housing. In PARCA it becomes a housing goal with steps: contact a provider, attend an appointment, submit an application. Each step links to local resources and reminders. The officer approves completed steps from the caseload view, incentives are awarded, and the next check-in starts from current progress.
